This plan would change the Constitution to: 1) Let the President cross out specific spending lines in bills, which could cut waste but gives the White House more power over budgets. 2) Limit House members to 6 terms and Senators to 2, bringing more turnover but less experience. 3) Make any new or higher tax or fee pass each chamber by a two-thirds vote and be a single-subject bill, making tax hikes rarer and possibly forcing spending cuts or more debt. States must approve.
