Starting Jan 1, 2027, Arizona will ban the sale of cosmetics if the maker, its suppliers, or contractors used new animal testing to develop them. Exceptions apply when testing is required by U.S. or foreign regulators and no non-animal method exists, or for older products or ingredients tested before 2027. Violators face fines ($1,000 first day, then $500/day). The state, not cities, controls these rules. This aims to reduce animal harm and push safer, modern testing.
