This bill updates Utah’s health data system. The state must publish plans for collecting, using, and protecting health data. It creates an All Payer Claims Database to compare costs and show price hikes, helping consumers see prices. Privacy is stronger: people can opt out, only minimum data is used, and Social Security numbers aren’t shared. Data can be shared, without direct IDs, with local health and mental health agencies. Users of data may pay fees. The program runs through 2036.
