The bill limits monitors to one case at a time, with a maximum term of five years, and prohibits reappointment to the same case. It imposes caps on fees, encourages the use of pro bono or reduced-rate work, and requires annual public reports detailing services provided and fees charged. Before a monitor is appointed, the court must give public notice and allow for public comment. If a monitorship exceeds six years, the case must be reassigned to a new judge and, if needed, a new monitor. These provisions also apply retroactively to existing long-term monitorships.
