This bill blocks cities, counties, schools, and colleges from removing or damaging historic monuments on public land that have stood 25 years or more. Local rules to do so are void. Officials who try can be fined, and groups can sue and collect fees and up to $100,000. If a monument is removed, it must be restored or replaced; the state can step in and withhold arts and history funds until repaid. Temporary moves only for construction or military needs, with notice and return.
