About the Organization

The American Public Human Services Association (APHSA) is a bipartisan nonprofit membership association that supports leaders of state, county, and city human services agencies. APHSA’s stated mission is to advance the well-being of individuals, families, and communities by influencing policy, building the capacity of public agencies, modernizing systems, and convening practitioners to develop practical, equity-centered solutions.

Policy Goals

Works on human services and social safety-net policies including child welfare and foster care, child care, food and nutrition access (SNAP), income supports and TANF-related issues, Medicaid and health-related supports as they intersect with human services, workforce development and employment programs, benefit access and anti–benefit-cliff strategies, technology and systems modernization, data and performance measurement, and interstate compact/intergovernmental implementation issues.

Funding

Primary funding comes from member dues (state and local agencies), federal and state grants and contracts, foundation grants, corporate sponsorships and partnerships (Strategic Industry Partners), conference and event revenue, and fee-for-service technical assistance and training.

Affiliates

Members and partners include state and local human services agencies, national associations such as the National Governors Association, National Association of Counties, and National Conference of State Legislatures, philanthropic and practitioner partners like Casey Family Programs, corporate Strategic Industry Partners (e.g., Accenture, Deloitte, IBM, Salesforce, Maximus, CGI), and APHSA leadership such as President & CEO Reggie Bicha.
