The California Association of Sanitation Agencies (CASA) is a statewide nonprofit trade association representing public wastewater and sanitation agencies in California. CASA provides advocacy, policy analysis, technical assistance, education, and training to support safe, reliable wastewater treatment, resource recovery, water recycling, biosolids management, and environmental protection.
Typically pursues legislative and regulatory policies related to wastewater collection and treatment, water recycling and potable reuse, biosolids and residuals management, stormwater and source control, water quality standards and regulatory compliance, infrastructure funding and financing, pollutant mitigation (including nutrients and emerging contaminants), and climate resilience for sanitation systems.
Primarily funded by membership dues from public sanitation and wastewater agencies, fees for events and training, technical service contracts, sponsorships, and occasional grants.
Works with national and state partners such as the National Association of Clean Water Agencies (NACWA), WateReuse California, California Water Environment Association (CWEA), the California State Water Resources Control Board, and major member agencies including East Bay Municipal Utility District, Orange County Sanitation District, and Los Angeles Sanitation & Environment.
