About the Organization

California Association of Sanitation Agencies (CASA) is a non-profit trade association that represents local public agencies that provide wastewater collection, treatment, recycled water and biosolids services across California. CASA advocates for policies, funding, and regulatory approaches that protect public health and water quality while supporting sustainable, cost‑effective wastewater infrastructure and operations.

Policy Goals

Advocacy on wastewater and recycled water infrastructure funding, regulatory and permitting reform (including state water board and NPDES issues), biosolids management and land‑application policy, nutrient control and monitoring, stormwater and wet‑weather management, energy recovery and climate resilience at treatment facilities, and affordability/rate policy for sewer services.

Funding

Primarily funded by membership dues from municipal and regional sanitation agencies, plus revenue from conferences, training programs, and corporate sponsorships.

Affiliates

Works closely with national and sector partners such as the National Association of Clean Water Agencies (NACWA), the Water Environment Federation (WEF), the California Water Environment Association (CWEA), and numerous California regional sanitation districts and municipal utility agencies.
