The Commission on Security and Cooperation in Europe, also known as the U.S. Helsinki Commission, is an independent U.S. government agency that monitors compliance with the Helsinki Final Act and other commitments of the Organization for Security and Co-operation in Europe (OSCE). The Commission promotes human rights, democracy, military security, and economic cooperation across Europe, Eurasia, and North America.
