The Commission on Security and Cooperation in Europe (U.S. Helsinki Commission) is a congressionally established, independent U.S. government commission that monitors implementation of the Helsinki Final Act and related OSCE commitments. It advances human rights, democratic institutions, the rule of law, and security cooperation in Europe and Eurasia through hearings, reports, oversight, and congressional delegations.
