About the Organization

The Council for Affordable and Rural Housing (CARH) is a national nonprofit trade association that represents developers, owners, managers, and stakeholders involved in the financing, development, and preservation of affordable housing in rural America. Its mission is to advance policies and programs that support the availability of safe, quality, and affordable rental housing for low-income rural residents, particularly through the U.S. Department of Agriculture’s rural housing programs.

Policy Goals

CARH typically advocates for federal housing policies that support rural rental housing, including funding and regulatory policies related to USDA Rural Development programs, Section 515 Rural Rental Housing, Section 521 Rental Assistance, preservation of aging rural housing stock, affordable housing tax credits, and other federal financing mechanisms that sustain affordable housing in rural communities.
