The Environmental Council of the States (ECOS) is a national, nonpartisan association of state, territorial, and District of Columbia environmental agency leaders. Its mission is to strengthen the ability of state environmental agencies to protect human health and the environment and to coordinate state, federal, and public environmental efforts.
