The Guam Youth Congress is the official youth legislative body of the Territory of Guam, established by local law to provide young people with experience in the legislative process and a formal role in civic engagement. Composed of student representatives from Guam’s public and private high schools, the organization debates and passes legislation on issues affecting youth and advises the Guam Legislature and other government leaders.
