The International Connectivity Coalition (ICC) is an industry coalition of companies with substantial investments in submarine fiber‑optic cable infrastructure. It advocates for policies and regulations that expedite the siting, construction, operation, maintenance, repair and responsible decommissioning of subsea cables to support resilient, high‑capacity international communications and related economic and national security interests.
Advocates for streamlined permitting and licensing for subsea cable landings, regulatory clarity at agencies such as the FCC and NOAA, national security and supply‑chain considerations for international connectivity, coordination of environmental review and marine sanctuary rules affecting cable routes, and policies that promote resilient, redundant global telecommunications infrastructure.
Primarily supported by dues, membership contributions and in‑kind support from corporate members in the telecommunications and technology sectors, with facilitation and legal support provided by a private law firm.
Facilitated by Davis Wright Tremaine LLP; membership and supporters include major telecom and tech companies such as Amazon Web Services, Meta, Microsoft, Verizon, Ciena, SubCom, NEC, Astound, PC Landing Corp., industry associations (e.g., TIA, ITI) and other subsea cable stakeholders.
