About the Organization

The Liquid Energy Pipeline Association (LEPA) is a Washington, D.C.-based trade association that represents owners and operators of pipelines carrying liquid energy and related products (crude oil, refined fuels, natural gas liquids, carbon dioxide and renewable liquid fuels). LEPA advocates for pipeline safety, reliable energy delivery, community engagement, and policies that support the operation and expansion of liquid energy pipeline infrastructure.

Policy Goals

Advocacy for pipeline safety and emergency response standards, permitting and siting reform for pipeline infrastructure, regulatory and legislative engagement on PHMSA/FERC/DOT rules, support for transport of low‑carbon liquids (CO2, renewable diesel, sustainable aviation fuel), public engagement and landowner relations, and industry workforce and economic policy related to pipeline construction and operation.

Funding

Primarily funded by membership dues and fees from pipeline owner/operator companies and industry partner contributions.

Affiliates

Member companies such as Colonial Pipeline, Kinder Morgan, Enbridge, ExxonMobil Pipeline Company, Phillips 66 Pipeline, Energy Transfer, Valero, Plains All American; collaborates with the American Petroleum Institute; President & CEO Andrew (Andy) Black is a public spokesperson.
