About the Organization

The National Conference of State Legislatures (NCSL) is a bipartisan organization created by state legislators and legislative staff to serve the legislatures of all 50 states, U.S. territories, and the District of Columbia. Its mission is to strengthen the effectiveness, independence, and integrity of state legislatures and to promote interstate cooperation and information sharing.

Policy Goals

State government and legislative institutional policy, including state sovereignty, federalism, unfunded mandates, state flexibility, legislative operations, ethics, leadership development, and policy research across a broad range of subject areas affecting state legislatures.

Funding

Primarily funded by state legislative dues, with additional support from grants, contracts, sponsorships, and the NCSL Foundation for State Legislatures.

Affiliates

State legislatures in all 50 states, U.S. territories, and the District of Columbia; NCSL Foundation for State Legislatures; bipartisan legislative leaders and staff nationwide.
