About the Organization

Opportunity Council is a private, non-profit Community Action Agency based in Bellingham, Washington, that serves Whatcom, Island and San Juan counties. Its mission is to help people improve their lives through education, direct assistance and support while advocating for just and equitable communities, providing services such as emergency shelter and housing stabilization, food and utility assistance, early childhood education, weatherization and employment supports.

Policy Goals

Advocates for anti-poverty and safety-net policies including affordable housing and homelessness prevention, emergency rental and utility assistance, early childhood care and education funding, energy assistance and weatherization programs, food security, access to public benefits, workforce development, and policies addressing racial and economic equity.

Funding

Primarily funded by government grants and contracts (federal, state and local), supplemented by foundation and corporate grants, service fees, fundraising and individual donations.

Affiliates

Member of the national Community Action network and the Washington Community Action Partnership; operates related social enterprises such as OC Housing Partners and collaborates with regional funders and partners including United Way and local community foundations.
