PRISM (Public Risk Innovation, Solutions, and Management) is a member-directed public joint powers authority that provides risk management, insurance and claims-management services to public entities. Its stated mission is to create long‑term, stable risk-pooling and loss-control solutions for counties, cities, special districts and other governmental members to reduce liabilities and control costs.
Advocacy on legislation affecting public entity liability and tort exposure, workers' compensation, employee health and benefits, municipal insurance and reinsurance, claims administration, workplace safety and regulatory changes that affect public risk financing and loss control
Primarily funded through member premiums and assessments (insurance contributions) from participating public entities, captive/excess insurance arrangements and investment income
Works closely with California Association of Joint Powers Authorities (CAJPA), California Coalition on Workers' Compensation (CCWC), California State Association of Counties (CSAC), League of California Cities (Cal Cities), Rural Counties Representatives of California (RCRC) and its member public entities
