About the Organization

The Southeastern Colorado Water Conservancy District is a public water conservancy district serving the Arkansas River basin east of the Continental Divide. Created in 1958 to develop and administer the Fryingpan-Arkansas Project and related regional water infrastructure, the District manages supplemental water supplies, flood control, hydroelectric generation, and projects such as the Arkansas Valley Conduit and works to protect and allocate water resources for agricultural, municipal, industrial and environmental uses.

Policy Goals

Advocates for water supply development and allocation, federal and state project funding and repayment agreements, rural and municipal drinking-water infrastructure (e.g., Arkansas Valley Conduit), water rights administration, water conservation and storage policy, reservoir and stream management, and intergovernmental coordination with federal, state and local water agencies.

Funding

Primarily property tax assessments within the District used to repay construction costs of the Fryingpan-Arkansas Project, supplemented by federal and state grants and appropriations, project-specific local contributions, and revenues from enterprise activities.
