About the Organization

Tampa Bay Horsemen’s Benevolent & Protective Association (Tampa Bay HBPA) is the local membership organization representing Thoroughbred horse owners, trainers and backstretch workers who stable and race at Tampa Bay Downs. The group advocates for its members’ economic interests, purse integrity and distribution, equine health and aftercare, workplace safety and benefits, and provides benevolent services to the backstretch community.

Policy Goals

Racing and gaming regulation (pari‑mutuel wagering, simulcasting, racetrack licensing), purse funding and distribution, state funding or revenue allocations tied to gaming, equine welfare and aftercare programs, licensing and labor issues affecting jockeys and backstretch workers, and regulatory/integrity measures for racing operations.

Funding

Primarily member dues and contributions from local horsemen, supplemented by negotiated shares of racing‑related revenues (purse accounts, simulcast/pari‑mutuel distributions) and occasional grants or donations.
