The National Asphalt Pavement Association (NAPA) is a U.S. trade association representing asphalt producers, paving contractors, suppliers and related service providers. NAPA works to advance the asphalt pavement industry through advocacy, technical guidance, research, safety and workforce development, and promotion of sustainable, high-performance pavement practices.
Advocacy for federal and state transportation and infrastructure funding; support for performance-based pavement specifications and procurement; promotion of asphalt recycling and sustainability practices (e.g., reclaimed asphalt pavement, warm-mix technologies); regulations affecting materials production and air quality; workforce training, safety standards, and certification programs.
Primarily funded by member dues and fees from asphalt producers, paving contractors and supplier companies, plus revenue from events, training, publications, and sponsored research programs.
State asphalt pavement associations, the Asphalt Institute, American Road & Transportation Builders Association (ARTBA), American Association of State Highway and Transportation Officials (AASHTO), and major industry member companies and contractors.
