Port Arthur Community Action Network (PACAN) is a community-based environmental justice and community development organization serving Port Arthur, Texas, and surrounding Southeast Texas communities. It focuses on protecting community health, environmental quality, and residents’ rights through advocacy, public education, and engagement.
Environmental justice, pollution control, public health, community development, restorative justice, land use and industrial permitting oversight, disaster and flood resilience, and housing/energy-efficiency improvements for low-income residents.
Primarily supported by donations, grants, and community contributions, with some program support through public and nonprofit partnerships.
Founder, president, and executive director John Beard Jr.; partnerships and collaborations with environmental justice and legal advocacy groups including Environmental Integrity Project, Lone Star Legal Aid, Environment Texas, Public Citizen, and related Southeast Texas community coalitions.
