About the Organization

Premier Community HealthCare is a 501(c)(3) nonprofit Federally Qualified Health Center (FQHC) founded in 1979 that provides primary and preventive care across Pasco and Hernando counties in Florida. The organization delivers integrated services including family medicine, pediatrics, dental, behavioral health, pharmacy, women’s health, podiatry and community outreach, with a mission to provide accessible, affordable care to uninsured and medically underserved populations.

Policy Goals

Typically supports policies that expand access to primary and preventive care, stabilize and increase FQHC and Health Resources & Services Administration (HRSA) funding, improve Medicaid reimbursement and enrollment, integrate behavioral health and oral health into primary care, expand telehealth and workforce development for underserved areas, and address social determinants of health through community-based services.

Primarily funded through federal grant programs and FQHC/HRSA support, Medicaid and Medicare reimbursements, sliding‑scale patient fees, state and local grants, private donations and foundation grants.

Affiliated with community health sector networks such as the National Association of Community Health Centers and the Florida Association of Community Health Centers, partnerships with local hospitals and county health departments, and led by President & CEO Joseph Resnick.
