This bill imposes a 5% annual wealth tax on individuals or trusts with over $1 billion in assets, with the IRS required to audit at least half each year and invest part of the revenue in enforcement. It provides $3,000 rebates per person or dependent ($6,000 for joint filers), expands premium tax credit eligibility, and adds dental, hearing, and vision benefits to Medicare. The bill repeals certain health provisions, creates a national housing trust fund, guarantees affordable child care and early learning for children under five, sets a $60,000 minimum salary for public school teachers, increases funding for home and community-based care, and permanently protects Medicaid recipients from spousal impoverishment.
