The bill requires all states to use ranked choice voting (RCV) for U.S. Senate and House elections—including primaries, specials, and generals—starting January 1, 2030. Voters may rank at least five candidates (or all, if fewer), with votes counted in rounds: the lowest candidate is eliminated each round and their votes reassigned, until one candidate wins a majority. This replaces separate runoff elections. Federal funding is provided based on each state’s number of registered voters and anticipated costs for equipment, software, ballot design, and voter education. The Attorney General or private citizens may sue states that do not comply. The mandate applies only to federal congressional races, not state or local elections.
