This bill amends the Help America Vote Act of 2002 to establish a federal program supporting states and localities in adopting ranked choice voting (RCV) for any election. RCV allows voters to rank candidates by preference, with votes counted in rounds to elect majority or proportional winners. The Election Assistance Commission (EAC) can offer technical assistance and grants covering up to 50% of eligible costs, including RCV-compatible equipment, ballot design, voter education, and outreach. Grants are allocated to diverse jurisdictions, with $40 million authorized for 2027 and funds available until used. It also updates existing law to facilitate the program, aiming to lower barriers to RCV, expand voter choice, and promote majority-backed outcomes.
