This bill would enter Virginia into the National Popular Vote (NPV) Compact, an agreement where participating states pledge to award their electoral votes to the presidential candidate who wins the most popular votes nationwide. The compact takes effect once enough states join to hold a majority of electoral votes. States may withdraw, but not within six months of a presidential term’s end.
