This bill prevents a government shutdown by funding most federal agencies at 2026 levels through 12/11/26, with adjustments for WIC, disaster and wildfire response, Navy shipbuilding costs and $21.4 million in Medicaid funding for the Northern Mariana Islands. It extends transportation, cybersecurity, Homeland Security, technology modernization and veterans’ health and housing programs; renews African Growth and Opportunity Act and Haitian trade benefits through 2028; and extends customs fees through 3/31/32. It also blocks specified federal grant-rule changes, freezes congressional pay, provides two $174,000 survivor payments, and delays most restrictions on intoxicating hemp-derived THC products, including Delta-8 and Delta-10, until 12/11/26.
